Who is the most consequential member of The Program (IE first hand witness and participant) that has come out publicly? Bob Lazar and Jason Sands may be the only options? David Grusch (and Matthew Brown) found out a lot of information but as far as we know was not a participant in the Program or a firsthand witness. I almost put Karl Nell but we don’t know quite enough about what he actually participated in. Lue Elizondo knows a great deal as well as Jay Stratton, but they never claimed to be a part of the Program that we know of…
